At the point of contact, both pitch circles touch. As we increase the size of the addendum pinion's addendum has more space to go/grow since the Gear has more radial distance between its pitch circle and base circle (R (1- cos (φ) ).

The Gear's addendum has less gap to grow/go since the radial distance between Pinion's pitch circle and the base circle is small compared to Gear's.
