Bro that case for only low speed, in that case, there is no that much of centrifugal force i.e. Tc neglected, for high speeds the belt moves away from the pulley so in that case coefficient of friction b/w pulley and belt is reduced so here we are considering Tc, then power is reduced.

Option C is correct. i.e no effect on power transmission but here is a point to note that centrifugal tension reduces the driving power of the belt but doesn't affect power transmission

If T1= Tight side-tension , T2= slack side-tension , v= velocity of drive ;
P=(T1-T2)v .
Centrifugal tension(Tc) acts on both tight and slack sides:
P=[(T1+Tc) - (T2+Tc)]v,
P=(T1 - T2)v even after considering Centrifugal tension.
Has no effect on the Power transmitted".
