Shock absorbing capacity can be increased by decreasing the shank diameter or increasing the length of shank. The Strain energy absorbed by shank is linearly proportional to its length.

For bolt of uniform strength answer D is correct but for increasing shock absorbing capacity increase the length or decrease the dia.

'D' would be for uniform stress distribution.
The shock absorbing capacity can be increased either by decreasing diameter or increasing length.
It suits for all load bearing cylinders.
