The right answer is 0.5, for a better explanation the tearing efficiency of riveted is given by;
T.efficiency = tearing strength/solid plate.
= (p-d)t*permissible tensile strength of plate/ p*t*permissible tensile strength of plate.
= p-d/p,
0.5 = p-d/p.
d= 0.5p.
d/p = 0.5.

So, 1 - D/P = 50% = 50/100 = 1/2 = 0.5,
or, D/P = 0.5.
