It should be repeated stress, in fluctuating stress, the stress varies from a minimum value of one nature (tensile or compression) to the maximum value of the opposite nature (tensile or compression).

Its fluctuating. In fluctuating stresses mean stress is not zero. This stress is either tensile or compressive.
