Tempering is correct answer for this question.
Both Annealing & tempering are used for removing internal streess but in present question asked stress produced by hardening steel.
After hardening next operation will be the tempering to relieve the internal streess and balance the toughness and hardness.

To achieve greater toughness by decreasing the hardness of the alloy. The reduction in hardness is usually accompanied by an increase in ductility, so it will decrease the brittleness of the metal.
