Concrete can never be used as a moderator. Rather it is used as a protective shields to protect from neutrons and gamma rays.

In nuclear power plants, heavy water (D20) is mostly used as a moderator to slow down fast moving neutrons released in fission process and in sometimes graphite may be used but concrete cannot be used.
Concrete is used to make a protective shield of about 5 to 6m thick to avoid the neutrons and ultraviolet waves escaping from the reactor.
