In a nuclear reactor, a moderator is a material in the core, which slows down the neutrons released from fission so that they cause more fission. It is usually water, but may also be graphite.

If graphite or concrete is used, it is a big deal to change the material simultaneously, but water can change, so, mostly water is used as moderator.

A substance, such as graphite, water, or heavy water, placed in a nuclear reactor to slow neutrons down to speeds at which they are more likely to be captured by fissionable components of a fuel (such as uranium-235) and less likely to be absorbed by non fissionable components of a fuel (such as uranium-238). Also called neutron moderator. & concrete its not a moderator.
