I think the answer should be 2Vo/(V1+Vo).

You are correct @Manideep.
Propulsive efficiency = 2Vo/(V1+Vo).
Propulsive efficiency = 2Vo/V1(1+Vo/V1).
Propulsive efficiency = 2(Vo/V1)/(1+Vo/V1).
I think this should be an answer.
Propulsive efficiency = 2Vo/(V1+Vo).
Propulsive efficiency = 2Vo/V1(1+Vo/V1).
Propulsive efficiency = 2(Vo/V1)/(1+Vo/V1).
I think this should be an answer.

Propulsive efficiency for jet engine = 2V0 / (V1+V0).
Propulsive efficiency for ROCKET = 2(V0/V1) / 1+(V0/V1)^2.
Propulsive efficiency for ROCKET = 2(V0/V1) / 1+(V0/V1)^2.
