Qualitative governing:- In this system of governing, a control valve is fitted in the fuel delivery pipe, which controls the quantity of fuel to be mixed in the charge. The movement of the control valve is regulated by the centrifugal governor through rack and pinion arrangement.

Quantitative governing:- In this system of governing, the quality of charge (i.e. Air-fuel ratio of the mixture) is kept constant. However, the quantity of mixture supplied to the engine cylinder is varied by means of a throttle valve which is regulated by the centrifugal governor through rack and pinion arrangement.

When fuel is vary then the quality of charge is varied. So, it's option A.

B because qualitative governing in CI engine fuel is varied but total charge is no altered.

B is correct. As in qualitative governing, we vary fuel quality, not the quantity.

I think answer B is correct because in qualitative governing fuel is only varied while air is fixed in charge.

The correct answer is option A. In the Qualitative system of governing, a control valve is fitted in the fuel delivery pipe or injector, which controls the quantity of fuel to be mixed in the charge (air). Thus the quality of mixture can be altered and this governs the engine.

In case of qualitative governing, the quantity of fuel is varied. But the total charge of air is not altered. It is quantitative governing in petrol engines where air and fuel, both are varied.
