Because it generates more balance force due to one revolution for one power stroke. On the other hand, 4 stroke engines requires heavy flywheel because it generates unbalanced force due to two revolutions for one power stroke.

Naturally, 2 stroke does not use a flywheel. Due to infrequent time here already power produce so here not use a flywheel.
