Hydraulic gradient line lies over the centre line of the pipe means it is equal to the pressure head Z+Pressure head lies on center of the pipe line. Then it means that total pressure head lies on center of the pipe.

Velocity head is the difference between total energy line and hydraulic gradient line, not the center line.
