Velocity is maximum at mid and decreases up and down side of pipe.

Maximum velocity is the center of the pipe, side wall with velocity may be zero due to viscosity of the fluid and pipe wall surface roughness.

If pitot tube is placed facing downstream. Liquid falls in the tube to the depth equal to velocity head.
