If there is constant rate of flows means it is steady flow and diameter or cross section is same through all then it is called as uniform flow.

Steady is fine because of constant rate. But due to large length flow might turn turbulent. So I feel B to be correct.

Large pipe with constant rate means no change in cross section.
So flow must be steady and uniform.
