Yes, Via Piezometer we can measure moderate pressure thus via MANOMETER tube we can measure vacuum pressure.

Vaccum pressure also known as negative gauge pressure (gauge pressure below atmospheric pressure) is a classification of gauge pressure and "gauge pressure can be measured using piezo meter tube".
