Surface tension is the final result. But the actual cause is the property cohesion. The force due to cohesion holds the molecules together.

Cohesion is the intermolecular force of attraction between the particles of liquid.

On the other hand surface tension is a property of liquid due to unbalanced Force at the top surface of the liquid.

In my opinion, cohesion would be the most accurate answer because the force attraction of molecules due to cohesion is more than the force of attraction of molecules due to surface tension. Therefore as a result surface tension would offer the least resistance to tensile force as compared to cohesion.
