Disagree. Because separation takes place only if the boundary layer formation.

If there is no boundary layer formation, the is no flow separation. Like flow over streamlined bodies.

Strongly, disagree is the correct answer. As the case is just opposite of that, Flow separation occurs due to the pressure gradient, normally it does not depend directly on boundary layer. However indirectly on high velocity but then boundary layer reaches to its maximum value which is then called fully developed a flow.
