When Reynold's number is between 2000 and 2800, the flow is neither laminar nor turbulent. The velocity corresponding to Reynold's number of 2000, is called lower critical velocity and the velocity corresponding to Reynold's number of 2800, is called higher critical velocity.

Re<2000 laminar flow, Re>4000 turbulent flow. So it is 2800 turbulent flow high critical energy.

Mach no<1 subsonic flow, Mach no=1 sonic flow, Mach no>1 supersonic flow special case Mach no.

1to6 hypersonic flow.

So Mach number depends on the speed of sound waves and Reynolds number used to measure type of flow and Q asked type of velocity not a flow.

@Girish Changavi, It should be

If Re <2000, tts laminar flow.
If Re > 4000 its turbulent flow.
If between 2000 to 4000 its transition flow.

Here Re is 2800, so it's not higher critical velocity.

If flow changes from laminar to transition implies lower critical and from the transition to turbulent implies higher critical.

Re 2800 means transition flow to laminar ie upper critical.
