For Newtonian fluids, shear stress changes with rate of deformation and viscosity is a constant which never changes. For non newtonian fluids, viscosity is not a constant and changes.

When viscosity changes linearly with shear strain then only we can say that the fluid is Newtonian.
Otherwise, if it is not mentioned how viscosity varies then we have to select Non-Newtonian Fluid.
