Viscosity is defined as the resistance to the flow of one layer liquid to another adjacent layer of liquid. But controls rate of flow means discharge.

Viscosity is the property of a fluid which resists the movement of one layer over another layer of fluid so yes it controls the rate of flow of fluid.

The Poiseuille's law states that the flow rate is equal to the pressure drop along the tube divided by the resistance to flow. This resistance in turn is directly proportional to the viscosity. Ie Q =k/dynamic viscosity.
