In this case, efficiency is the ratio of work done to kinetic energy, if you divide power to speed then, the value will not be dimensionless as efficiency should be dimensionless. There should be some other logic otherwise the question is wrong as when we plot efficiency against speed, it increases in the beginning then decrease at a higher speed.

So when it's speed is show increase than its efficiency is decrease.
