When designing the Francis turbine for a height of 27 meters and a flow rate of 0.155 meters per second, assuming that the rotational speed is 1000 [rpm].
How can runner diameters, entry and exit angles, speeds and efficiency be determined? Please explain me.

In Francis turbine, water comes tangentially towards the centre of turbine hand leaves the turbine axially hence it is inward flow reaction turbine.
