The answer is B because in winter, the relative humidity is usually high, a lower temperature is desired. While in summer, relative humidity is lower so the higher temperature is more comfortable.

Imagine summer near the ocean, where relative humidity AND temperature is high, there's no comfort.

Same as a very cold and dry winter, it would be hard to go out without gloves.

In winter season humidity is less (Dry air) and due to, this reason body loses its heat by evaporation rapidly.

Optimum effective temperature for human comfort is 22c to 27c.
So, in winter the temperature decreased from this range and in summer its exceed.
So, B is the correct answer.
