The dewpoint temperature is the temperature at which the air can no longer "hold" all of the water vapor which is mixed with it, and some of the water vapor must condense into liquid water. The dew point is always lower than (or equal to) the air temperature,

So only two conditions is considered for Dew point:

1. If the dew-point temperature is close to the dry air temperature - the relative humidity is high.

2. If the dew point is well below the dry air temperature - the relative humidity is low.

As relative humidity decreases the moisture content in air decreases that leads to increase in dry bulb temperature.

Just go through the Psychometric Chart and observe the changes by decreasing the Relative humidity by 10%.
