Free convection is a function of (g, L, mu, cp, rho, k) and forced is a function of (Velocity, L, mu, cp, rho, k).

Yes the free convection is governed by grashof's number.
And the above formula is for grashof's no: {g*(BETA)*(temperature difference)*L^3}/nu^2.
