Hanging mass will posses more gravity force instate of another one, which is inclined position. Though their having same weight due to gravity their will be motion.

Given that the two blocks are of same mass when passed over the smooth pulley due to the action of gravity the two blocks have the same motion.

As on other block, gravity is not acting and the surface is smooth, friction is less thus there will be some motion.
