For lift moving upwards with acc a: Equation is - T-mg = ma so T = m(g+a).
For lif moving downwards with acc a: Equation is - mg-T = ma so T = m(g-a).
So T is more in upwards.

While the lift is moving upward it acts against the gravitational force so the tension is more.

If the lift moves down, then mg is greater than tension as acceleration will be downwards, so answer is A.
