Static force is the force whose magnitude is and direction is the same with respect to time, while dynamic force is a force whose direction and magnitude is changes with respect to time.
So, static friction is always greater than dynamic friction.

Static friction is greater then dynamic friction when the body is not moving. When the body starts moving it is not right.

Static force means the force required to move the body when at rest and dynamic force means the force required to move the body when in motion.
So the force required to move the body at rest always greater than the force required to move the body in motion.

There is no unique value of static friction. If there is no external force, there is ZERO static friction.
Say it takes a 30-N force to start a body moving, then if you apply a 5-N pushing force, static friction will have a magnitude of 5 N. If you apply a 15-N force, static friction will have a magnitude of 15 N. If you apply a 29.999995-N force, static friction will have a magnitude of 29.999995 N.
