Hardened steels here refer to martensitic steels, so tempering is the correct method of softening them i.e. improving the ductility by small amounts while reducing hardness and tensile strength by small amounts.

The answer should be Annealing.
In tempering hard steel is converted to hard steel at nearly 200 to 300 degree C. Tempering is used to remove the brittleness.
