Judder is simply define as some of abnormal vibration which feels by mostly pedal or steering wheel. Whenever we apply brake at that time pad tries to stop disk but due to uneven wear on disk, it can't able to do it. Kinetic energy can not convert fully in friction energy due to which some of remain part of this kinetic energy creates vibes in form of vibration.

Due to improper surface of brake disc therfore whenever brake is applied the brake and brake pads are improper mashed so that there are produce produce vibration and ineffective friction.
