Service brakes are brakes applied while vehicle is in motion,
And parking brakes is nothing but hand brakes.

Parking brake use to just hold vehicle motionless. It is not generally used to slow down vehicle.

In commercial vehicles during parking brakes all air is being released from brake booster chambers, so it should be pneumatic.
