A shock absorber is a mechanical or hydraulic device designed to absorb and damp shock impulses. It does this by converting the kinetic energy of the shock into another form of energy (typically heat) which is then ie heat (a form of energy) dissipated to the surrounding.
So, damper function is to absorb shock which intern creates energy which is then dissipated.

How can damper dissipate the energy?
As per me, the damper absorbs the unevenness of energy and regulate the evenness of ride.
