Valve closing is done by spring force. Then how can valve remaining open or how it can be incomplete closure ?

The answer is not correct because excessive valve clearance makes the valve opening too late but makes valve closing to early.

Valve lift will decrease as the effective base circle diameter increases and it will open late and close early, valve train noise will also increase, Valve will be completely closed by spring force, In a desperate effort to generate more power, excess fuel injection will result in fouling of spark plug by gasoline. So, the Correct answer is C.

Tappet clearance not valve clearance because valve is closed with the help of high tension spring.

This is impossible. If the valve clearance is too high, valve will close like normal.
Incomplete valve closure will only occur only if there is a negative valve clearance. That is the tappet screw is overnight.

Excessive valve clearance means valve face will not open fully thereby intake suction less air will be sucked and black smoke coming from exhaust side. Also, in exhaust stroke tdc valve overlap will be less and may be preignition.

If valve clearance excessive then exhaust gasses will be not discharged from the cylinder completely so engine overheated caused by pre ignition.
