Oil rings prevent the lubricating oil from flowing for the oil sump. It prevents the oil to leak into the combustion process and scraps the oil from the cylinder linings in the return stroke of the piston from tdc to bdc.

Actually, it acts like a wiper of a car.

Simple answer-- scrap oil from cylinder wall to crank case.
