I agree @Hulei and @Madhurjya Nath.
Also, in another way, we can say dodge, duck and flee are things we do (actions as you guys said) to avoid a person thing or situation but avoiding is the end result (not how you are doing it). I just thought so. Don't know, but definitely can't agree with the logic of fleeing!

Duck in this context is a verb, "avoid (a blow or missile) by moving quickly. ". Avoid is like duck as in the definition and dodge is a to avoid something as well. Flee, however, is not like the others because you entirely escape, not to eg. Dodge a fist.

All fours have similar meaning but duck means try to avoid sth difficult. It is the slightly differ in meaning.

Duck is correct answer because duck is a kind of bird i,e noun all those except duck are verb.
