Because object and people are related little to one another so personal skill should be common for both. Hence C is correct option.

But whatever has been written in option C is implicit but option D gives a straight forward answer.

I think the answer should be 'E' coz, the statement clearly implies that the service sectors only deals with people "rather" than objects and things and the only option that explains this meaning is 'Option E'.
