Option B should be the answer as according to the statement the prevention of drugs is not only the main area of focus here. It is the reduction of drug usage along with prevention.

In the first line itself it is given that 'the consumption of drug can not be prevented only by banning their sells but by applying other methods as well. So the answer is wrong.

I go with option B too, para clearly depicts steps to reduce drug sage it says bannin is not the solution, btw is it that the answers may not be accuratein these papers?

According to me, the answer should be B, we know that consumption can be reduced through these all rehabilitation process (but the gist was that it can be reduced).

Option B is correct. As clearly written that consumption can be prevented which means reduced not eliminated. Also, it is impossible to eliminate anything.

The paragraph mainly based on the control of harmful drugs and it should be reduced in various ways. so answer D is correct than the other options

The word "help" may indicate that banning drugs sale is on a factor of eliminating it.
