The consumption of harmful drugs by the people can be prevented not only by banning their sale in the market but also by instructing users about their dangerous effects which they must understand for their safety. Also the drug addicts may be provided with proper medical facilities for their rehabilitation. This will help in scaling down the use of drugs.

Option B is correct. As clearly written that consumption can be prevented which means reduced not eliminated. Also, it is impossible to eliminate anything.

According to me, the answer should be B, we know that consumption can be reduced through these all rehabilitation process (but the gist was that it can be reduced).

I go with option B too, para clearly depicts steps to reduce drug sage it says bannin is not the solution, btw is it that the answers may not be accuratein these papers?

Option B should be the answer as according to the statement the prevention of drugs is not only the main area of focus here. It is the reduction of drug usage along with prevention.

This statement does not imply that the consumption of harmful drugs can be eliminated. It suggests prevention, which means, through education, less people might consume illicit drugs although the problem would still exist to a lesser extent. Prevention does not mean elimination which suggests the problem would be eradicated.
I would therefore go with option B as drug-use can be reduced through prevention but not eliminated.
I can see why the answer should be option D, however I think the answer is badly-worded.

According to me, the answer must be B. As whole passage is about how we can reduce the drug usage. Option D is just a way to reduce consumption but not the meaning of the whole para.

Near banning the drugs is not a proper one but we have to chanalise the drug sales.
