The consumption of harmful drugs by the people can be prevented not only by banning their sale in the market but also by instructing users about their dangerous effects which they must understand for their safety. Also the drug addicts may be provided with proper medical facilities for their rehabilitation. This will help in scaling down the use of drugs.

Drugs cannot be eliminated by simply banning sale because it generates greater profit for criminal organizations if they are illegal (less accessible); going hand-in-hand with people emotionally/mentally dependent on drugs.

As long as we are human; we have emotion. The moment we lose our emotion we will have no need to escape the negative emotions we experience; hence no longer needing drugs as an escape. Prohibition on alcohol didn't work, did it?

This statement does not imply that the consumption of harmful drugs can be eliminated. It suggests prevention, which means, through education, less people might consume illicit drugs although the problem would still exist to a lesser extent. Prevention does not mean elimination which suggests the problem would be eradicated.

I would therefore go with option B as drug-use can be reduced through prevention but not eliminated.

I can see why the answer should be option D, however I think the answer is badly-worded.

In my view option E will be more appropriate.

As the para introduces us the ways through which and how it can be eliminated.

Option B should be the answer as according to the statement the prevention of drugs is not only the main area of focus here. It is the reduction of drug usage along with prevention.

I go with option B too, para clearly depicts steps to reduce drug sage it says bannin is not the solution, btw is it that the answers may not be accuratein these papers?

@ Nikninja : the last line describes the use of proper medical facilities for their rehabilitation to scale down use of drugs. but the 1st lines describe the ways to prevent drugs.

This clearly states that consumption of drugs can be prevented by two methods.so i think option D

I don't think the answer mentioned in the site is right as the paragraph clearly talks about ways other than banning the sale of drugs which can be useful to decrease the consumption of drugs. This means in total, the paragraph believes in the concept that consumption of drugs cab be reduced which is clearly indicated in option B. So Option B is the right answer.

Ajit, you are right, and both priya and neha, read the last line of para. The last line of the paragraph is totally in favour of option B.
