I think option D is more appropriate, because it is the motivation that induces to achieve personal goals, and hence organisational goals.

Motivation does not make an employee's personal goal as priority. So the word priority should be eliminated from there.

What the paragraph suggests is that both are interdependent therefore shouldn't the option 'B' be correct.
