I think "C" should be the answer because if we see it logically the result of this passage guides us the actions of the government that are being taken by the government.

For option A & B - nothing is mentioned like it is hampering the national economy. Option C - even after taking some action by the authorities, they are still making profits.

So only option D is the correct answer.

Just see this situation in our country now. No one is stopping them not upto limits. Day by day their becoming millionaires. So option D is perfect for this.

The passage is all about smugglers attracted to get huge profits so its quiet clear that smuggling is prevailing over years so that if the authorities are strict India would have been like Malaysia where authorities so strict towards drugs.

The pargraph will have proved confidently that (c) is not correct since if the measures had to be strict then smuggling in the country would have ended with people smuggling not attaining any profits but losses.

The paragraph mainly focused about the profits attained by the smugglers over a night because of the vast coastal area of our country.
