Yes, it's only C.

In option D - if a building with eight floors has a lift. That lift is allowed to open on the second floor. The prompt never says that lower floors are banned from using a building's lift system.

A) All floors may be reached by lifts - For example, a lift might only service floors 3 through 8. We cannot assume structural mechanics not written in the prompt.

B) Only floors above the third floor have lifts - (only floors above) means 3rd floor is not included, but for 3rd floor lift is there.

C) Seventh floors have lifts. - A "seventh floor" can only exist inside a building that has at least seven floors. Because seven is strictly greater than three, any building containing a seventh floor unconditionally satisfies the rule and must have a lift.

D) Second floors do not have lifts - a building with eight floors has a lift. That lift is allowed to open on the second floor. The prompt never says that lower floors are banned from using a building's lift system.
