If there is a life provided one can use it at any floors rather using for first floor. So why not all?

Lift has to be supported by ground then only it can be exist. So that A should be the answer.

If a lift is avalaible in a building then obviously it can be used by all the floors.

Yes, building with 2 floors need not require lifts. So, option C is correct.
