So, A and c are not correct.

Because "All that glitters is not gold" is a proverb which means that " all that glittering things or objects are not gold". Hence, option D is correct.

Here given statement is negative. Therefore conclusion should be negative. But option D is positive, How? please explain anybody.

Hang on, are we meant to answer because of our knowledge of common sayings or through logical deduction? How is something that glitters but is not gold deceptive? Are we to assume that all gold glitters? Or that something which is gold glitters and therefore something glittering that is not gold is deceptive? Taking the statement alone, that conclusion is highly illogical.
I'd say D is the most logical answer. The statement says that gold does not glitter. Gold is a metal. Therefore, not all metals glitter.

Option A is not an answer because.
It is very restricted. It can be challenged by some plastic glittering things.
