Library is establish only for book so with the help of this commonsense I persoly fill that option c is correct.

Library contains books and may or may not news papers. But books are essential. So option C is true.

First of all library = books as well as readers.
1st statement is wrong because books are also available in stationary.
2nd statement is also wrong because library also has readers.
So 3rd statement is written because library means books and readers.
