Statements: In a highly centralised power structure, in which even senior cabinet ministers are prepared to reduce themselves to pathetic countries or yesmen airing views that are primarily intended to anticipate or reflect the Prime Minister's own performances, there can be no place for any consensus that is quite different from real or contrived unanimity of opinion, expressed through a well orchestrated endorsement of the leader's actions.

Same here. It does not contradict it. In fact 'a well orchestrated endorsement' could mean he does not encourage it.

I strongly feel the same way here. There is nothing in the text contradicting the second statement. I think, it needs to be reviewed.

Conclusion II can not follow because it has been assumed that PM does not encourage which we cannot do in statement and conclusion.

I think both I and II are true. There is no contradiction for statement II.
