There is no reason to rule out the possibility of life on mars, but there is also no true evidence of life on mars as well. So how can we surely say that life does exist?thus, how can I be implicit?

I mean. They are searching for evidence, they actually have not got it yet.

The first statement says that there is no reason to rule out the "possibility of life" on Mars. And assumption I says it with conviction that there is life on Mars. Both are contradictory. So I am doubtful about assumption I being implicit.

Life may be present on mars, but not necessarily exist because no prove has yet been found.

Life is present in MARS, that's the reason why the author is trying to say the space exploration is to be continued and if the life was not present then the statement would have been of no need.
