This is wrong. The taxes may increase. This is correct but not necessarily substantially!

If the purpose is to augmenting the total tax collection, the amount is implied to be substantial because the purpose in this policy change was to increase tax revenue. Additionally, as it is being introduced in phases, it implies the amount requires a slow introduction.
