Assumptions:
- People are literate.
- No blind person comes to the club.
Answer: Option
Explanation:
The notice is meant for the people to read. So, it is assumed that the people are literate and I is implicit. Since the notice is to be read by everyone entering the club, so it is assumed that no blind person comes to the club. Thus, II is implicit.

Assumption 2 seems to have no relevance with the statement.

Since it is a blind person, how will he know that he should read first the notice. He may come into the club without reading it because in the first place he doesn't know that there is a notice.

I think II is not implicit. That blind person could have someone to read the notice to him.
