Explanation:

Assumption 2 seems to have no relevance with the statement.

Since it is a blind person, how will he know that he should read first the notice. He may come into the club without reading it because in the first place he doesn't know that there is a notice.

I think II is not implicit. That blind person could have someone to read the notice to him.
