I think in this question "implicit" means we are making an inference about what the Pensioners' Forum was thinking when it made the statement. It seems they expected the government to get the payments to the pensioners by now (within 2 months).

Why is I incorrect? The statement assumes that the arrears credit is done via a bank and not by other means such as money order, cash collection from agency etc.

Obviously, if they haven't been given effect in 2 months, it's not enough time! II is not implicit.

It just states about "two months ago", but doesn't necessarily mean what was said two months ago should happen two months after. The statement is also vague.

Assumption 2 states that it is a fact and it was not mentioned clearly that it is a complaint so, (ii) is not implicit.

(ii) Assumption is not at all implicit as they haven't mentioned any time sufficiency. Just they have told that immediate effect till date. No date specified.

Government has acted two months ago with immediate effect. Statement 11 talks about "government machinery" whereas it is the "bank machinery" that is at fault. Hence there is nothing implicit about the statement 11.

Yes statement 2 is also not implicit. As they make reference about time sufficiency.
What about budget session?
What about closing session. End of financial year ?
In such circumstances. Getting delayed is common so. Because statement does not talk about the sufficiency of time assuming it to be logical outcome out of your personal experience will not be appropriate.

Banks have not credited it. Bank is indicated here. So II is also not implicit.

Type in statement, and statement does not make it clear that it is a complaint, it merely states it as a fact, and therefore II is not implicit.
